BLUF:  To create a process/system that allows for immigrants to be processed and trained on selected technologies identified in this brief.  Once trained they are returned to their perspective countries to also process and train in a safe environment.

First and foremost, the IMMIGRATION problem is not an American, Texas, Arizona, or California problem. We are just the recipients of an International problem. Once you zoom out and get a satellite view of the problem, you realize that even our neighbor, Mexico, is also a recipient.

The plan I propose, in the long run, will eventually address each of the immigration issues and provides a template for solving them. Once completed, it will be self-sustaining and could possibly put out a profit.
