Vuosina 1971 ja 1972 Freeway Phantom-nimellä tunnetuksi tullut sarjamurhaaja aiheutti pelkoa Washington D.C:n alueella Yhdysvalloissa. Sarjamurhaaja kohdisti rikoksensa yksin liikkeellä olleisiin lapsiin ja nuoriin ja hän onnistui liikkumaan niin, ettei hänestä saatu juuri ollenkaan silminnäkijähavaintoja. Myöhemmin on tullut ilmi, että murhien tutkinnan aikana tehtiin useita virheitä ja myös poliisien rasistiset asenteet saattoivat vaikuttaa siihen, ettei tappaja koskaan jäänyt kiinni.
