The government has committed $24 million

0:02

to the I Am Hope initiative

0:04

Gumboot Friday, which provides counselling to

0:06

young people. Comedian Mike King's I

0:08

Am Hope Foundation, which runs Gumboot

0:10

Friday, says it will provide access

0:12

to free mental health counselling for

0:14

more than 15,000 young people a

0:17

year. But

0:19

not everyone is welcoming the move,

0:21

with opposition parties calling for more

0:24

transparency around the procurement of mental

0:26

health services. The Minister for

0:28

Mental Health, Matt Ducey, explains why

0:30

they chose to fund Gumboot Friday. Gumboot

0:33

Friday are proven. They've got a social

0:35

return on investment. For every $1 invested,

0:38

they return $5.70. But more importantly,

0:40

they can connect young people who

0:42

need timely mental health and addiction

0:44

support with a practitioner within two

0:46

weeks. So we want to get

0:49

more money out of Wellington to

0:51

the front line. And today we

0:53

announce Gumboot Friday receiving that $24

0:55

million. How

0:57

was the I Am Hope organization

0:59

that runs Gumboot Friday chosen over

1:01

other mental health service providers? Well,

1:05

in our coalition agreement across the three

1:07

parties, we agreed to fund Gumboot Friday.

1:10

The Ministry of Health has taken

1:12

a direct contracting approach to

1:14

fund that $24 million. So it

1:17

was really exciting to stand there

1:19

today with the Deputy Prime Minister, Winston

1:21

Peters, and Mike

1:23

King from I Am Hope, as well

1:26

as Naomi Ballantyne, the Chair of the

1:28

board. We believe

1:30

that Gumboot Friday is a

1:32

proven provider that has the

1:34

ability to scale up. We

1:37

talk today that they have several

1:39

hundred mental health and addiction practitioners

1:42

on their platform that we can fund so

1:44

they can provide timely access to support for

1:47

young people who need it. So

1:49

was this decision a coalition agreement decision, or

1:51

was it a decision because it's the right

1:53

thing to do? Well

1:55

this decision was made because it's

1:58

the right thing to do. Today's

2:00

announcement is to fund Gumboot Friday.

2:02

will allow an extra over 15,000

2:04

young people to access timely mental

2:07

health and addiction support. The Auditor-General

2:09

recently reported that in the last

2:11

six years, specialist wait times have

2:13

increased for young people. So not

2:16

only will this announcement today support

2:18

an extra 15,000 young people to

2:20

get timely support, we'll also support

2:22

those young people on wait lists

2:25

and we're really excited about today's

2:27

announcement. Which mental health service

2:29

providers won't have their funding renewed in the

2:31

budget? Well

2:34

we've still got Budget 2024 to

2:36

be announced. Today's announcement was

2:38

around $24 million for

2:41

Gumboot Friday and I'm really looking

2:44

forward to Budget 2024 and the

2:46

investment that

2:48

we will make into mental health services. So

2:50

you're not going to say which mental health

2:52

service providers won't have their funding renewed when

2:55

you announce the budget next Well

2:58

there's still time to go before Budget

3:01

2024. Today we're announcing $24

3:03

million into

3:05

Gumboot Friday. What performance measures

3:07

have you got in place for Gumboot Friday? So

3:11

the performance measures will be

3:13

around a volume and the

3:15

performance of Gumboot Friday. There

3:17

will be measures in place

3:19

to report on activity as

3:21

well as outcomes. I've

3:23

sought assurances from the Ministry of

3:26

Health by following the government procurement

3:28

rules. They are taking a

3:30

direct contracting approach. They've assured me

3:32

that this is not unusual and

3:35

that I'm expecting robust contracting to be

3:38

reporting on the monitoring

3:40

of volume and performance of this contract.

3:42

How often will you be assessing the

3:45

Gumboot Friday initiative? How will you know it's

3:47

working? Well

3:49

the Ministry of Health manages with

3:51

Health New Zealand a

3:53

large number of contracts with

3:56

our NGO and community providers.

3:58

They are expected to return

4:01

reports on performance and volume

4:03

at periodic parts of

4:05

the calendar year as per their contract

4:07

and that's what we would expect this

4:10

to do with Gunboot Friday. So

4:12

what outcomes are you expecting from the

4:14

24 million dollars announced today

4:17

being invested in Gunboot Friday?

4:19

Well from today's announcement of 24 million

4:22

dollars over four years for Gunboot

4:24

Friday we're expecting an extra 15,000

4:26

young people every year to access

4:28

timely mental health and addiction support.

4:30

That's important. Many young people tell

4:32

me as I travel around the

4:34

country that they find it hard

4:36

to get that support so it's

4:38

really exciting that we'll be able

4:40

to increase the level of support that

4:42

they will be able to access but

4:44

of course it's also about the outcomes

4:46

of the support that they receive and

4:49

what we want to see is

4:51

young people using Gunboot Friday receiving

4:54

better support to help them around

4:56

staying within school, better

4:59

educational success, staying

5:01

out of youth offending and these are

5:04

real outcomes that we want to measure.

5:06

By when? Where are these outcomes

5:08

expected? Well that's

5:10

through the contracting. There will be expected

5:13

outcomes on reporting of performance and

5:15

monitoring and like any contract I

5:17

would expect the Ministry of Health

5:20

and Health New Zealand to undertake

5:22

that we have clear expectations of

5:25

what we are purchasing as a

5:28

government. It's very important that not only

5:30

are we funding services to allow people

5:32

to get better access but of course

5:34

to actually have better outcomes for those

5:36

people as well. That's the

5:38

Minister for Mental Health, Matt Doocy there.
