with any investigation, new

information always pops up. Sandrine

had two mobile phones. One,

she purchased the day she disappeared. She

must have reached the decision to commit

suicide after buying that

phone. Would you

consciously decide to buy a phone if you

intended to kill yourself later that day?

Apparently, Sandrine used one phone

to make calls, and the other to receive

2:35

calls. Why you

do that? I do not profess to understand.

What happened to Sandrine's phone that

it needed replacement? Depends

on who you talk to. Some

2:49

say her previous phone dropped in the toilet.

Others say she smashed it in frustration

at the barrage of SMS messages,

09 was receiving from one of the three

males in her life at that time.

No doubt the Queensland 09 Service file

address that issue and 09 shall find

out the real reason in due course once

the file is received. If

the Queensland police decide to release

the file under RTI legislation.

I was always under the impression Sandrine's

phones and shoulder bag disappeared

along with her. I

don't know why. Perhaps

because one expects that to be the case,

goes missing, they take their personal

3:34

possessions with them.

That was my thinking 09.

In just the last week, I've seen an

3:42

email from the police investigator to

3:44

the family dated two thousand

3:46

and fourteen in which the comment

3:48

was made that the QPS had

3:51

possession of Sandrine's two

3:53

phones in her bag.

3:56

This came as a complete shock to me.

3:59

Initially, I was skeptical and

reread that email closely.

4:04

It said exactly 09,

and the

4:07

family confirmed the contents to me.

4:10

It transpires the phones and

4:12

bags were recovered from John's place

4:14

at 123 Comonson Road.

So

instead of just the jacket, being left at

4:21

the front gate. We now have

4:23

her personal belongings left behind

4:25

at the time of her disappearance. My

4:28

first thought was, what woman

4:31

gets up and leaves without her phone

4:33

in her handbag or shoulder bag

4:35

called what you like? The

4:37

jacket, I could understand, the

4:40

phones and the handbag, I cannot.

4:44

Is that even possible? Was

4:47

this a reason Queensland 09 concluded

4:49

Sandrine committed suicide? We

4:53

heard how distracted Sandrine would

4:55

become if she could not find

4:57

her laptop. I expect

4:59

she would have been similarly distracted without

5:02

her phone or her shoulder bag.

09 know John has said Sandrine

went out the front of the property and was

5:10

never seen again. John

5:13

Leiter told Jordan family members

09 ran out the back toward the creek

and disappeared. Hence,

the phone calls and texts late at night

5:24

to search the back of the property. There

5:27

are questions over how well the property

5:29

was searched but investigator

5:32

Taz searched the property again

5:34

with the cadaver dog. If

5:37

Sandrine was at the front of the property

5:39

and recognize someone approaching, it

5:41

is unlikely she willingly went

5:44

with them 09 her phone and

5:46

bag behind. My opinion,

09, it is now even

5:50

more important to read the results

5:53

of the Queensland 09 investigation. And

5:56

if any of you have had experience

with RTI, right, to information,

and previously now on his FYI, 09

of information. I'm sure

you agree with me. It is a

heartache waiting to happen. Dealing

with public servants who sometimes appear

6:15

to take delight in refusing your

6:17

application for information. When

6:21

I met the Jordan family in December twenty

6:23

twenty two, I discovered the

6:25

family had only limited information

6:27

from the Queensland Police Service. And

6:30

certainly not the results of the police

6:32

investigation. Essentially,

6:36

the only information they had was

6:38

several emails from the police detective handling

6:41

the case, and the coroner's

6:43

report. And the

6:45

contents of that coroner's report are

6:47

less than desirable. The

6:50

Jordan family had heard of but had

6:52

not applied under RTI legislation.

6:56

In years gone by, I had undertaken

6:59

many FYI requests and

7:01

shuddered at the thought of dealing with them

7:03

again. I had

7:05

hoped those matters were behind me.

7:08

My clear recollection was frustration.

7:12

Always. Frustration with

7:14

the process. The seemingly

7:17

endless refusals for what could

7:19

only be considered petty reasons.

7:22

The case of Graham Stafford, who had his

7:24

conviction for murder quashed in two thousand

7:26

and nine, is the classic example.

7:29

After the dust of the court results settled

7:32

and the continued uproar over the investigation,

7:36

The Queensland police agreed to review

7:38

the original murder investigation. After

7:42

the investigation was completed, The

7:44

service refused to release the findings

7:47

and refused to release the report

7:50

to Graham Stafford's solicitors under

7:52

RTI legislation. It

7:55

took eight years of repeated

7:58

RTI applications and appeals to

8:01

secure the heavily redacted report.

8:04

After refusal to release, the

8:06

matter would be referred to Kukat, the

8:09

Queensland Civil Administration tribunal

8:12

for arbitration. Qcat

8:15

would invariably uphold the appeal

8:17

and order the QPS to release

8:20

the report. On one

8:22

occasion, the Qcat member

8:24

castigated the QPS for

8:27

refusing to release the report. On

8:29

that occasion, the QPS

8:32

agreed to release a report and

8:34

then immediately lodged an appeal citing

8:37

a different reason for doing so, and

8:40

the process would start over again.

8:43

The fight to get the unredacted report

8:45

continues. It is

8:47

now eleven years since the report

8:50

was completed. After

8:52

reading the redacted report,

8:55

It became instantly clear why

8:57

Queensland police so vigorously defended

9:00

the release of the report. The

9:02

report was designed and written to

9:04

settle unrest in the public arena. Noisey

journalists and individuals, we 09. Who

were questioning the actions of the original investigators.

Fabricating evidence and perjury in murder

patrol are after

all, not insignificant matters.

We can only wildly speculate

what will be found in the areas of the report

that was redacted.

The Jordan family lodged an RTI

9:32

application in mid December twenty

9:34

twenty two to obtain the police

9:36

file in relation to Sandrine's

9:39

disappearance. This

9:41

podcast has been paused awaiting

9:43

the receipt of the police falls. I

did expect the family would receive them

9:48

in January twenty twenty three.

The application has now been refused

9:53

two times. Most recently

9:55

on twenty two February twenty twenty

three. I

assisted the family to lodge the initial

RTI application. As

it was many years since I'd been involved

in any type of RTI matter,

I asked in an acquaintance to assist.

This woman's job is to lodge

RTI applications on behalf

of a large organization. That

10:21

is her job. She is a

10:23

professional RTI lodger.

And here we are, two refusals

later. Says it all 09.

The

family have answered the further objections the

RTI officer raised and

the game continues. Frustration

is the word that comes to mind. Again,

it is crucial to understand what

investigations Queensland police conducted

and more importantly, what investigations

they didn't conduct. And

from there, we can start to understand

what areas or matters we

10:59

should be looking at. And

whilst the three men in Sandrine's life,

John, Brad, and 09, have

11:07

been cleared of any involvement in Sandrine's

11:10

disappearance. It is important

11:12

to understand what investigations 09

police undertook. Whilst

I accept these men have been cleared of any

11:19

involvement, we may need

11:21

to look at their associates. After

11:24

all, it was someone close to Sandrine

11:27

that is at the center of this, of

11:29

that I am sure. Who

knows until we see the fall?

And more bad news. Sandrine

had two laptop computers. The

11:40

Jordan family have them. I

11:42

arranged for an IT person to

11:44

examine both laptops. 09

was given a brief to look for

emails, documents, videos,

11:52

and deleted files. We

11:54

heard previously that Sandrine

11:56

said her life was in danger. She

11:59

had sent an email to the wrong person.

We do not know what Queensland police

found when they had the laptops

examined. They did say

they found video they could not

12:11

with the level of encryption on it that

is on Sandrine's second computer.

He simply could not get past the password.

I wondered whether police place the encryption

on the hard drive, and if so,

why would they? I contacted

a recently retired homicide detective.

He told me it would be unlikely Queensland

police would place encryption on the computer.

There would be no reason to. He

thought they would have been able to crack the password.

that basis alone, I believe this

matter should go back to the coroner. You

may recall the report was five pages

and a few lines long. Sixty

was not the most appropriate matter

to compare it to, particularly

as Mick was a police officer and on

I read the 09 report

in relation to that, which

this is a valid disappearance and

coroner's report to compare the

twenty four years, lived with her

mother and sister in Harvey Bay, about

three hours north of Brisbane. 09

left Harvey Bay on twenty June

twenty thirteen to travel to Brisbane

with friends. For a few

short days. It was

15:41

completely out of character, not

15:43

to stay in touch with her 09, particularly

over this lengthy period of time,

ten years. Monique was

last seen leaving a shopping center in 09

Lee. On twenty two June

twenty thirteen and walking

15:58

across a nearby 09, the

creek was less than one meter 09. She

was seen to walk up the bank on the other side.

She has not been seen since. No

16:08

remains have ever been found. Her

bank accounts have not been accessed since

that date. Her family

and friends have not heard from her. It

is very likely she is deceased.

09 conducted extensive ground and

air searches looking for her. Police

concluded she died of a drug overdose

or was murdered. A coroner's

inquest was held in December twenty twenty

one. The coroner found

not be determined. Now

or actions. There are

already rumors, one of the

three men has confessed to

lying to police about his whereabouts

on the day Sandrine went missing. More

death was ruled suicide. 09

coroner's inquest. The

inquest was held in open court

over four days. Nineteen

witnesses were called and gave sworn

evidence. The

coroner's findings extended to thirty

and ten dot points. Her

cause of death ruled undetermined. What

the other was the subject of an inquest.

few coronal investigations proceed

the death occurred while a person was in care

and there are issues about the care,

I see nothing that would suggest

one should receive a cursory investigation

and the other a full inquest.
