09 Warren was a young mother looking for a fresh
0:02
start in the process of a divorce. She'd
0:04
moved out, found a great new job, and even
0:06
found a new boyfriend. Life was looking
0:08
up But on a mild October evening after
0:10
a long day at work, Sherry said goodbye to her
0:12
coworkers, left the office and
0:14
was never heard from again. All eyes
0:16
quickly turned toward her estranged husband.
0:19
He had a checkered past having lured another
0:21
woman into the mountains where he beat her
0:23
with a tire iron. But there was another
0:25
man that also peaked the interest of investigators,
0:28
09 new boyfriend. He was a former
0:30
reserve police officer with a dark history
0:33
of sexual violence. The two
0:35
men closest to 09. One
0:37
swore he loved her, the other seemed
0:40
not to care, but did one of them
0:42
murder her I'm Dave 09. In

Welcome back to bring home Sandrine.
1:21
A podcast covering the disappearance of
1:23
Sandrine Jordan. This
1:25
is episode nine, the
1:28
right to information. My name
1:30
is Graham Crowley. Thank you for listening.
1:33
This podcast has been created for an
1:35
adult audience. There is discussion about
1:37
suicide and death, so listen to discretion
1:40
is advised. The thoughts
1:42
and opinions in this podcast are more on.
1:45
In past episodes, we covered the wear
1:47
and the wear of 09 disappearance. And
1:50
the hair and the wife who arriving at
1:52
123 Thomaston Road that
1:54
fateful Friday, 09 July
1:56
two thousand and twelve. And
1:59
I for one was ready to accept Sandrine
2:02
left that property that day, willingly
2:04
09 unwillingly. As
2:07
with any investigation, new
2:09
information always pops up. Sandrine
2:12
had two mobile phones. One,
2:15
she purchased the day she disappeared. She
2:19
must have reached the decision to commit
2:21
suicide after buying that
2:23
phone. Would you
2:25
consciously decide to buy a phone if you
2:27
intended to kill yourself later that day?
2:31
Apparently, Sandrine used one phone
2:33
to make calls, and the other to receive
2:35
calls. Why you
2:37
do that? I do not profess to understand.
2:41
What happened to Sandrine's phone that
2:43
it needed replacement? Depends
2:46
on who you talk to. Some
2:49
say her previous phone dropped in the toilet.
2:52
Others say she smashed it in frustration
2:55
at the barrage of SMS messages,
2:57
09 was receiving from one of the three
3:00
males in her life at that time.
3:03
No doubt the Queensland 09 Service file
3:05
address that issue and 09 shall find
3:07
out the real reason in due course once
3:10
the file is received. If
3:12
the Queensland police decide to release
3:14
the file under RTI legislation.
3:19
I was always under the impression Sandrine's
3:21
phones and shoulder bag disappeared
3:23
along with her. I
3:25
don't know why. Perhaps
3:28
because one expects that to be the case,
3:31
goes missing, they take their personal
3:34
possessions with them.
3:36
That was my thinking 09.
3:40
In just the last week, I've seen an
3:42
email from the police investigator to
3:44
the family dated two thousand
3:46
and fourteen in which the comment
3:48
was made that the QPS had
3:51
possession of Sandrine's two
3:53
phones in her bag.
3:56
This came as a complete shock to me.
3:59
Initially, I was skeptical and
4:01
reread that email closely.
4:04
It said exactly 09,
4:07
and the
4:07
family confirmed the contents to me.
4:10
It transpires the phones and
4:12
bags were recovered from John's place
4:14
at 123 Comonson Road.
4:17
So
4:19
instead of just the jacket, being left at
4:21
the front gate. We now have
4:23
her personal belongings left behind
4:25
at the time of her disappearance. My
4:28
first thought was, what woman
4:31
gets up and leaves without her phone
4:33
in her handbag or shoulder bag
4:35
called what you like? The
4:37
jacket, I could understand, the
4:40
phones and the handbag, I cannot.
4:44
Is that even possible? Was
4:47
this a reason Queensland 09 concluded
4:49
Sandrine committed suicide? We
4:53
heard how distracted Sandrine would
4:55
become if she could not find
4:57
her laptop. I expect
4:59
she would have been similarly distracted without
5:02
her phone or her shoulder bag.
5:05
09 know John has said Sandrine
5:08
went out the front of the property and was
5:10
never seen again. John
5:13
Leiter told Jordan family members
5:16
09 ran out the back toward the creek
5:18
and disappeared. Hence,
5:21
the phone calls and texts late at night
5:24
to search the back of the property. There
5:27
are questions over how well the property
5:29
was searched but investigator
5:32
Taz searched the property again
5:34
with the cadaver dog. If
5:37
Sandrine was at the front of the property
5:39
and recognize someone approaching, it
5:41
is unlikely she willingly went
5:44
with them 09 her phone and
5:46
bag behind. My opinion,
5:48
09, it is now even
5:50
more important to read the results
5:53
of the Queensland 09 investigation. And
5:56
if any of you have had experience
5:58
with RTI, right, to information,
6:02
and previously now on his FYI, 09
6:04
of information. I'm sure
6:06
you agree with me. It is a
6:08
heartache waiting to happen. Dealing
6:12
with public servants who sometimes appear
6:15
to take delight in refusing your
6:17
application for information. When
6:21
I met the Jordan family in December twenty
6:23
twenty two, I discovered the
6:25
family had only limited information
6:27
from the Queensland Police Service. And
6:30
certainly not the results of the police
6:32
investigation. Essentially,
6:36
the only information they had was
6:38
several emails from the police detective handling
6:41
the case, and the coroner's
6:43
report. And the
6:45
contents of that coroner's report are
6:47
less than desirable. The
6:50
Jordan family had heard of but had
6:52
not applied under RTI legislation.
6:56
In years gone by, I had undertaken
6:59
many FYI requests and
7:01
shuddered at the thought of dealing with them
7:03
again. I had
7:05
hoped those matters were behind me.
7:08
My clear recollection was frustration.
7:12
Always. Frustration with
7:14
the process. The seemingly
7:17
endless refusals for what could
7:19
only be considered petty reasons.
7:22
The case of Graham Stafford, who had his
7:24
conviction for murder quashed in two thousand
7:26
and nine, is the classic example.
7:29
After the dust of the court results settled
7:32
and the continued uproar over the investigation,
7:36
The Queensland police agreed to review
7:38
the original murder investigation. After
7:42
the investigation was completed, The
7:44
service refused to release the findings
7:47
and refused to release the report
7:50
to Graham Stafford's solicitors under
7:52
RTI legislation. It
7:55
took eight years of repeated
7:58
RTI applications and appeals to
8:01
secure the heavily redacted report.
8:04
After refusal to release, the
8:06
matter would be referred to Kukat, the
8:09
Queensland Civil Administration tribunal
8:12
for arbitration. Qcat
8:15
would invariably uphold the appeal
8:17
and order the QPS to release
8:20
the report. On one
8:22
occasion, the Qcat member
8:24
castigated the QPS for
8:27
refusing to release the report. On
8:29
that occasion, the QPS
8:32
agreed to release a report and
8:34
then immediately lodged an appeal citing
8:37
a different reason for doing so, and
8:40
the process would start over again.
8:43
The fight to get the unredacted report
8:45
continues. It is
8:47
now eleven years since the report
8:50
was completed. After
8:52
reading the redacted report,
8:55
It became instantly clear why
8:57
Queensland police so vigorously defended
9:00
the release of the report. The
9:02
report was designed and written to
9:04
settle unrest in the public arena. Noisey
9:07
journalists and individuals, we 09. Who
9:11
were questioning the actions of the original investigators.
9:15
Fabricating evidence and perjury in murder
9:17
patrol are after
9:19
all, not insignificant matters.
9:21
We can only wildly speculate
9:24
what will be found in the areas of the report
9:27
that was redacted.
9:30
The Jordan family lodged an RTI
9:32
application in mid December twenty
9:34
twenty two to obtain the police
9:36
file in relation to Sandrine's
9:39
disappearance. This
9:41
podcast has been paused awaiting
9:43
the receipt of the police falls. I
9:46
did expect the family would receive them
9:48
in January twenty twenty three.
9:51
The application has now been refused
9:53
two times. Most recently
9:55
on twenty two February twenty twenty
9:57
three. I
10:00
assisted the family to lodge the initial
10:02
RTI application. As
10:05
it was many years since I'd been involved
10:07
in any type of RTI matter,
10:10
I asked in an acquaintance to assist.
10:13
This woman's job is to lodge
10:16
RTI applications on behalf
10:18
of a large organization. That
10:21
is her job. She is a
10:23
professional RTI lodger.
10:26
And here we are, two refusals
10:28
from Queensland, please
10:29
later. Says it all 09.
10:32
The
10:33
family have answered the further objections the
10:35
RTI officer raised and
10:37
the game continues. Frustration
10:41
is the word that comes to mind. Again,
10:44
it is crucial to understand what
10:46
investigations Queensland police conducted
10:49
and more importantly, what investigations
10:52
they didn't conduct. And
10:54
from there, we can start to understand
10:57
what areas or matters we
10:59
should be looking at. And
11:02
whilst the three men in Sandrine's life,
11:05
John, Brad, and 09, have
11:07
been cleared of any involvement in Sandrine's
11:10
disappearance. It is important
11:12
to understand what investigations 09
11:15
police undertook. Whilst
11:17
I accept these men have been cleared of any
11:19
involvement, we may need
11:21
to look at their associates. After
11:24
all, it was someone close to Sandrine
11:27
that is at the center of this, of
11:29
that I am sure. Who
11:31
knows until we see the fall?
11:34
And more bad news. Sandrine
11:37
had two laptop computers. The
11:40
Jordan family have them. I
11:42
arranged for an IT person to
11:44
examine both laptops. 09
11:47
was given a brief to look for
11:49
emails, documents, videos,
11:52
and deleted files. We
11:54
heard previously that Sandrine
11:56
said her life was in danger. She
11:59
had sent an email to the wrong person.
12:02
We do not know what Queensland police
12:04
found when they had the laptops
12:06
examined. They did say
12:09
they found video they could not
12:11
be 09 to watch. More
12:13
reasons to read their report. My
12:16
IT guy found only family
12:18
photographs on the first computer hundreds
12:21
of family photographs, mainly
12:23
of her children, some
12:25
family videos, No
12:28
emails, no deleted files,
12:31
and no video to unbearable to
12:33
watch. 09 was unable
12:36
to access the hard drive
12:38
on the second laptop.
12:42
09 Warren was a young mother looking for a fresh
12:44
start. In the process of a divorce, she'd
12:47
moved out, found a great new job, and even
12:49
found a new boyfriend. Life was looking
12:51
up. But on a mild October evening after
12:53
a long day at work, Sherry said goodbye to her
12:55
coworkers, left the office and
12:57
was never heard from again. All eyes
12:59
quickly turned toward her estranged husband.
13:01
He had a checkered past having lured another
13:03
woman into the mountains where he beat her
13:05
with a tire iron. But there was another
13:07
man that also peaked the interest of investigators,
13:11
09 new boyfriend. He was a former
13:13
reserve police officer with a dark history
13:15
of sexual violence. The two
13:17
men closest to 09. One
13:20
swore he loved her, the other seemed
13:22
not to care, but did one of them
13:25
murder her. I'm Dave 09. In

13:46
John told me that he has been undertaking
13:48
IT work for over thirty years.
13:51
He has never seen a hard drive
13:53
with the level of encryption on it that
13:55
is on Sandrine's second computer.
13:59
He simply could not get past the password.
14:02
I wondered whether police place the encryption
14:04
on the hard drive, and if so,
14:06
why would they? I contacted
14:09
a recently retired homicide detective.
14:11
He told me it would be unlikely Queensland
14:14
police would place encryption on the computer.
14:17
There would be no reason to. He
14:19
thought they would have been able to crack the password.
14:23
More reasons to read their report. I
14:25
have previously covered the coroner's report
14:28
in relation to Sandrine's disappearance. On
14:31
that basis alone, I believe this
14:33
matter should go back to the coroner. You
14:36
may recall the report was five pages
14:38
and a few lines long. Sixty
14:41
three dot points of information In
14:44
episode two, I compared that report
14:46
to the coronation investigation of police officer
14:49
Mick Ulz, which ran to fifty
14:51
eight pages. That
14:53
was not the most appropriate matter
14:55
to compare it to, particularly
14:58
as Mick was a police officer and on
15:00
duty at the time of his disappearance. Listener
15:03
Barbara, recently directed me
15:05
towards another missing person, 09
15:08
Club. And suggested
15:10
I read the 09 report
15:13
in relation to that, which
15:15
I have now done. And
15:17
this is a valid disappearance and
15:20
coroner's report to compare the
15:22
grains. 09 Club,
15:25
twenty four years, lived with her
15:27
mother and sister in Harvey Bay, about
15:29
three hours north of Brisbane. 09
15:32
left Harvey Bay on twenty June
15:34
twenty thirteen to travel to Brisbane
15:37
with friends. For a few
15:39
short days. It was
15:41
completely out of character, not
15:43
to stay in touch with her 09, particularly
15:47
over this lengthy period of time,
15:49
ten years. Monique was
15:51
last seen leaving a shopping center in 09
15:53
Lee. On twenty two June
15:56
twenty thirteen and walking
15:58
across a nearby 09, the
16:00
creek was less than one meter 09. She
16:03
was seen to walk up the bank on the other side.
16:05
She has not been seen since. No
16:08
remains have ever been found. Her
16:11
bank accounts have not been accessed since
16:13
that date. Her family
16:15
and friends have not heard from her. It
16:17
is very likely she is deceased.
16:21
09 conducted extensive ground and
16:23
air searches looking for her. Police
16:26
concluded she died of a drug overdose
16:28
or was murdered. A coroner's
16:30
inquest was held in December twenty twenty
16:33
one. The coroner found
16:35
Monique to be deceased. 09
16:37
found that how many died could
16:40
not be determined. Now
16:42
compare the two reports. Sandrine
16:46
disappearance was a 09 investigation
16:49
where the coroner base her findings on
16:51
the contents of the police report and
16:53
completed a five and bit
16:55
page 09. Sixty
16:58
three dot points. There
17:00
was no cord hearing. No
17:02
witnesses called to give evidence. No
17:06
questioning of whether Sand 09 went out
17:08
the front of 123 Thomaston Road,
17:10
or disappeared at the back of 123.
17:14
The men in her life at that time
17:17
were not called to account for their whereabouts,
17:19
or actions. There are
17:22
already rumors, one of the
17:24
three men has confessed to
17:26
lying to police about his whereabouts
17:28
on the day Sandrine went missing. More
17:31
about that in a later episode. Sandrine's
17:34
death was ruled suicide. 09
17:37
disappearance was the subject of a
17:39
coroner's inquest. The
17:41
inquest was held in open court
17:44
over four days. Nineteen
17:46
witnesses were called and gave sworn
17:48
evidence. The
17:50
coroner's findings extended to thirty
17:53
six pages and two hundred
17:55
and ten dot points. Her
17:57
cause of death ruled undetermined. What
18:01
was a difference between Sandrine's disappearance?
18:04
And Monique's disappearance that
18:06
one 09 in O'Connor's investigation or
18:09
the other was the subject of an inquest.
18:12
I believe had Sandrine's disappearance
18:14
been the subject of an inquest. There
18:17
would not be all these question marks
18:19
still swirling around her last hours.
18:23
SANDRINE would be considered the neglected
18:25
poor cousin in this instance, that's
18:27
for sure. I have read
18:29
the legislation surrounding the coroner's
18:31
obligations. This is
18:33
what is written. When
18:36
is an inquest held? Very
18:39
few coronal investigations proceed
18:41
to inquest. However,
18:44
an inquest must be held If
18:47
the death occurred in custody, if
18:50
the death occurred while a person was in care
18:53
and there are issues about the care,
18:56
If the death occurred as a result of police operations,
18:59
unless the coroner considers an inquest
19:01
isn't needed, If
19:04
the attorney general directs that
19:06
an inquest be held, if
19:09
the state coroner orders an inquest to be
19:11
held, If
19:13
the district court upholds an appeal against
19:16
a coroner's decision not to hold an
19:18
inquest.
19:19
After reading the report, in relation to
19:21
Sandrine's disappearance and
19:23
the report in relation to Monique's disappearance,
19:26
I see nothing that would suggest
19:28
one should receive a cursory investigation
19:31
and the other a full inquest.
19:34
The
19:34
coroner's report in relation to Monique
19:37
mention nothing about being directed
19:39
to hold an inquest by the 09 general
19:42
or the state coroner. I
19:44
decided to write to the state coroner seeking
19:46
clarification. I have
19:49
sent this 09. Dear stay
19:51
corona. I am broadcasting
19:53
a podcast into the disappearance of
19:55
Sandrine and Emmanuel Jordan who
19:58
was declared deceased on two
20:00
June two thousand sixteen.
20:02
There are two matters I would like to raise
20:04
with you regarding the 09 investigation
20:07
held in the Sandrine disappearance. I
20:10
find it extraordinary. The coroner
20:12
found 09 committed suicide given
20:15
no body and no remains have
20:18
ever been found. Point
20:20
sixty of the report refers.
20:23
I believe that filing to be unprecedented.
20:27
Would you care to comment on that?
20:29
I would like to draw your attention to
20:32
the comparison of how you'll
20:34
corner dealt with these two disappearances.
20:37
Sandrine Jordan disappeared
20:40
two thousand and twelve. No remains
20:43
recovered. Death threats
20:45
received, subject of
20:47
a 09 investigation consisting
20:49
of six pages and sixty two dot
20:51
points, ruled suicide, 09
20:55
Irene Club disappeared
20:57
June two thousand and 09. No
21:00
remains recovered. Death threats
21:02
received. Subject of a
21:04
09 inquest held over four days,
21:07
nineteen witnesses called to give evidence,
21:10
a report comprising thirty six
21:12
pages and two hundred and ten dot
21:14
points ruled undetermined. After
21:17
reading the details on the Queensland government
21:19
website, when an inquest is held,
21:22
And after reading the coroner's report
21:25
in relation to miss club's disappearance, her
21:28
case did not appear to qualify for
21:30
an inquest to 09 It is
21:32
more than regrettable that so many
21:34
unanswered questions remain
21:36
surrounding the disappearance of Sandrine
21:39
Jordan. Hence my podcast.
21:42
To prevent any possible breach of privacy,
21:45
perhaps you can comment generally on
21:47
why one missing person case 09 a
21:49
corona investigation and
21:51
another similar missing person case
21:54
receives a corona linguist. I
21:57
wait your advisors, Graham Crowley.
22:00
If and when I receive a reply, I
22:02
shall advise. I'm not
22:04
suggesting that 09 Club did
22:06
not deserve a 09 inquest. I
22:09
am suggesting SANDRINE Jordan
22:11
did deserve a 09 inquest.
22:15
There are any number of missing
22:17
persons, particularly in the Kombucha
22:19
area, We could compare to Sandrine's
22:22
shabby treatment, but I think the
22:24
point has been made. However,
22:27
in due course, I do want
22:29
to look at the cases of missing women,
22:31
Jennifer Kilkenny, missing
22:34
from one January two thousand
22:36
and twelve. Tina
22:38
Greene. Missing from eighteen
22:40
January two thousand and twelve.
22:43
Gail Lynch. Missing from
22:45
three July two thousand and
22:47
twelve. Kenya Buckland,
22:49
missing from eleven August two thousand
22:52
and 09. And Barbara
22:54
Troughton, missing from twenty
22:56
seven January two thousand
22:58
and sixteen. None
23:01
of these women have ever been found.
23:04
There are others I could add to the list.
23:07
I want to know what, if anything,
23:10
09 of those women had in common
23:12
with Sandrine. For
23:15
instance, we already know,
23:17
Jennifer 09, disappeared
23:19
only a short distance from where
23:21
Sandrine was living on one
23:24
January two thousand and twelve.
23:27
Members of the Jordan family, no
23:29
members of the Kilkenny family. We
23:33
know SANDRINE new girl
23:35
lynch. The name
23:38
of one of the three men in
23:40
Sandrine's life pops
23:42
up in the case of missing woman
23:44
Barbara Trilton. And
23:47
that is all without even
23:49
really digging. At an
23:51
appropriate time, I expect to recommend
23:53
to the Jordan family to contact
23:56
the state coroner with a request
23:58
to reopen Sandrine's case.
24:01
But I do not think this is yet the appropriate
24:04
time. Judging
24:06
from what has turned up so far, I
24:08
expect the police report will hold
24:10
even more surprises
24:12
if we ever see it.
24:16
That's it for the right to information.
